Saint Paul Public Schools LEP Compliance Plan (OCR)
The LEP Compliance Plan is a 1985 agreement between the Office for Civil Rights (OCR) and the Saint Paul Public Schools whereby potential ELL students are identified, assessed, and given appropriate instructional services.  A student who has a home language other than English must be assessed by qualified personnel to determine the appropriate program model and level for that student (e.g. ESL, Language Academy, or LCD).  All newcomers who have a home language other than English are assessed with the Pre LAS (Pre Language Assessment Scales Test) or the LAS at the Intake and Assessment Office of Student Placement.
